[Spoon-business] "...Democratic?" fix

In my proposal entitled __Isn't This Game Supposed To Be Democratic?__, 
remove section D of the proposed rule and add the following OOPS delimited 
text outside the -0- delimited text in the proposal.

OOPS
Select three eligible players randomly to hold the three seats on the 
Council. Also, select randomly which of these three players will be up for 
re-election in three nweeks, which in six nweeks, and which in nine nweeks.
