I propose:

1. Set the Chutzpah of any rule with chutzpah greater than 10 [[thus
*overriding* rules 0 and 10]] to 3. [[If they're *that freaking
important* you can make them 4 later. The rule that's at chutzpah 12 has
no reason to be any higher than 3, though, and you know what I think of
Overlord.]]

2. Add to the LOGAS: "Causing a rule to have a Chutzpah that is (a) not
used by any other rule, or (b) greater than or equal to that of rule 0".
