Okay, maybe I'll change that damn philosophy prop now. Hey, there's a 
thought...

Change the second paragraph of Proposal 1289 to:

"Each Plotting Radical gets one extra YES vote per nweek on one of eir own 
proposals provided they cast no ABSTAIN votes on the ballot for that nweek."

I think that fits the description of the philosophy better, and it 
re-encourages SHELVE votes. Basically, you just can't not have an opinion.
