[Spoon-business] Proposal: Deputies

I propose:

Create a new rule:

__Deputies__

The Admin may designate any player as a Deputy. Deputies are empowered to
fulfill duties assigned to the Admin or to Ministers, but only such duties
as are explictly assigned to em by the Admin and any relevant Ministers. The
Admin may award any Deputy a Bonus, consisting either of up to 20 points, up
to 100 BNS, or up to 3 units of Bandwidth. No Deputy may recieve a Bonus
more than once per nweek.
If a Deputy fails or refuses to do eir duties, or if the Admin revokes eir
Deputyhood, that Deputy ceases to be a Deputy.

The point of this is to allow for "Temporary Ministers", whom the Admin can
assign to various tasks and provide compensation for. For example, if the
Grid Minister were to go On Leave, the Admin could appoint an Off Leave
player to be a Deputy, and empower that Deputy to recognize Grid actions and
update the Grid page. Dave could then give the Dep. points or BNS for eir
work, and revoke the Deputyship upon the return of the real Minister.
