[Spoon-business] last-minute pre-end-of-nweek stuff

Four actions:

1. The Prez of M-Tek adds the following paragraph to
the M-Tek charter:

"If at any time M-Tek's point balance is positive,
M-Tek evenly distributes points to its members, with
any remainder staying in the point balance."

2. The Prez of M-Tek invites Wonko to join M-Tek.

3. I make the following CFI:

Statement: It is illegal to implement Proposal 1234.

Analysis: It is in clear violation of Rule 204.

This CFI should be judged REFUSED if Proposal 1234
doesn't pass.

Defendent: Orc in a Spacesuit

4. I make the following CFI:

Statement: It is illegal to implement the portion of
Proposal 1237 that repeals Rule 1219.

Analysis: Rule 1219 states, "This rule cannot be
changed or repealed except by Glotmorf."  Per CFI
1205, its chutzpah is 1000, which is high enough to
override any current rule that might otherwise allow
Proposal 1237 to be implemented.

This CFI should be judged REFUSED if Proposal 1237
doesn't pass.
