I rule FALSE on CFI 1155.

Assuming for the moment that Glotmorf's analysis is true: since the rule
does not explicitly state that it can apply any number of times, it is
not cumulative. Therefore nobody should ever get more than one point per
ballot from that rule.  No, that's not right, it doesn't say anything
about ballots either.  Nobody should ever get more than one point for
the whole duration of the game from that rule.

That is, of course, utter nonsense; therefore Glotmorf's analysis
is nonsense as well.
