Change the body of the above proposal to read:

Add to the end of the second paragraph of Rule 578 subsection C the following: "Regardless of the standard method used, or the method stated in a society's charter, changes to the charter can only be made before the voting period of the nweek in which the charter is changed; these changes take effect after the end of that nweek."
