[Spoon-business] Proposal 1156 change

Change the body of Proposal 1156 to read:

Add to the end of the second paragraph of Rule 578 subsection C the following: "Regardless of the standard method used, or the method stated in a society's charter, changes to the charter can only be made before the voting period of the nweek in which the charter is changed; these changes take effect after the end of that nweek.  If a member of the society is On Leave when the changes take effect, they do not affect em until e comes Off Leave, whereupon e must announce, prior to the end of the nweek in which e comes Off Leave, whether e chooses to have the new charter apply to em or leave the society; if e has not made this choice by the end of the nweek, the new charter applies to em."
