[Spoon-business] Another Society, and the Game Turns Off

I create a society entitled __Plan B__ with the following initial members:
404notfound, Athena, Baron von Skippy, bd, Dan, Glotmorf, Iain, Naath, Orc
In a Spacesuit, Rob, Squire of Dimness, The Voice, Wild Card, Wonko, Wonko
May Not Vote

and the following Charter:

If at any time more than one nweek has elapsed since the last time the Pause
was initialized, every member of Plan B must immediately recognize a State
of Emergency.

I already have a Refresh Prop mostly done; it basically resets everything
and deactivates all the nastiest rules.

Plus fixing the stupid society rule. That's pretty important.
