Rules have two states of activation: activated or deactivated.  By default an existing or newly created rule is activated.  A proposal that creates a new rule can specify the activation for it upon its creation.  A proposal can change an activated rule to deactivated, or from deactivated to activated.

Deactivated rules have no effect; however, they can be modified or repealed in the same way as other rules.
