Create section C.3. of rule 405 entitled __Wind__ with the following

The Characteristic of Wind has 3 states: Calm, Breezy, and Gale Force.  
Whenever the Weather is Updated, the Weather Man rolls 1d10. If there is no 
Weather Man, or the Weather Man is On Leave, the Administrator rolls 1d10.

C.3.1. Calm
If any number between 1 and 7 inclusive is rolled, the state is Calm.

C.3.2. Breezy
If an 8 or a 9 is rolled, the state is Breezy.  While the state is Breezy, 
anything that is thrown is treated as if it were thrown Elbonian-Style, and 
this section takes precedence over any rule or section which determines how 
objects are thrown.

C.3.3. Gale Force
If a 10 is rolled, the state is Gale Force.  While the state is Gale Force, 
no objects may be thrown, and this section takes precedence over any rule or 
section which states that objects may be thrown.
