Argh... In my proposal entitled __Less is More: Ministries__, replace the 
following text,

At the end of the voting phase, the player (or The Administrator) whose
name recieved a simple majority of votes is awarded the Ministry. If there 
is an equal number of votes for one or more names, the player who The 
Administrator voted for recieves the Ministry.

with the following text:

At the end of the voting phase, the player (or The Administrator) whose
name recieved a simple majority of votes is awarded the Ministry.  If no 
nominee has a majority, the player who recieved the most votes is awarded 
the Ministry.  If, in this case, that player had to have a specific fraction 
of votes [[see below]] and did not achieve it, the Ministry is awarded to 
the person who had the next highest number of votes. If there is an equal 
number of votes for one or more names, the player who The Administrator 
voted for recieves the Ministry.
