Er.  The whole point of the proxy rule was so that votes could be cast for someone who isn't around, isn't it?  Why would the exercise of someone's proxy when e isn't around imply e was in fact around?

Besides, if e's not On Leave, why, in your own proposal, are you trying to give the Scarf to someone "not On Leave"?

Okay, I didn't want to do this with a CFI if it wasn't necessary, but...

I make the following CFI:

Statement: Slumbering Giant 1 ceased to be a player in this game as of nweek 20, nday 1.

Analysis: Slumbering Giant 1 declared emself On Leave on nweek 17, nday 1.  E has not declared emself Off Leave since that point.  Rule 206 states that a player who has been On Leave for more than three consecutive nweeks ceases to be a player.  Therefore, on nweek 20, nday 1, three nweeks of ten ndays each (as per Rule 3) after e declared emself On Leave, Slumbering Giant 1 ceased to be a player.
