I submit the following CFI:

Statement: When a player legally utilizes the procedure described in Rule
578, subsection G.2, the declared society is not created until the end of
the nweek, if it is created at all.

Defendant: Glotmorf

Analysis: 
    Subsection G.2, according to its title, specifies the manner in which a
player may create a society through a non-proposal action. Although the
section in question does not explicitly state when, in the procedure it
outlines, the society is created, only that at some point in the procedure a
society is created, the wording of the subsection implies that the society
will be created at the end of the nweek after the declaration is made.
    This is evident from the use of the word 'declaring' a society rather
than 'creating', from the references to Societies that, at the end of the
nweek, 'would have' no members, (instead of simply 'have' no members), and
from the statement that if certain conditions are not met the society is not
'destroyed', but simply 'does not exist', implying that it did not exist
prior its failure to meet those conditions.
