   There exists a Ministry of the Ordinance Survey.  

   The Minister of the Ordinance Survey has the power to recognise any
  action that involves updating the grid.

   The Minister of the Ordinance Survey must keep a record of the
  grid that is up to date.

   At the end of each nweek the Minister of the Ordinance Survey
  gains a number of points equal to the number of players in the game
  divided by two.
