Create a rule titled __The Thief Gremlin__ with the -0- delim. text:

There exists a Gremlin known as the Thief Gremlin, also known as Dodger.  If 
the Scoring Gremlin is in Hiding, Dodger becomes Active.  If the Scoring 
Gremlin becomes Active, Dodger goes into Hiding.  If, at any point, the 
Scoring Gremlin would award the player with the lowest score (eir score must 
be higher than zero) 1 point but is unable to as e is in Hiding, Dodger 
takes 1 point from the player with the highest score and adds it to the 
Gremlin Fund.
