I propose that the following rule be created:

 Any proposal which gets at least as many ABSTAIN votes as it does YES
votes and at least as many ABSTAIN votes as it does NO votes is
Boring.

 The proposer of a Boring proposal gains or loses half the points e
would otherwise gain or lose.
