spoon-business: Revisions to "Removal of Cruft"

In my proposal "Removal of Cruft":

I change paragraph 1 to read:

[[ Yes, this changes what paragraph 1 does entirely. It no longer messes
with the rule that forbids altering the past. The point about
accidental effects was well made. ]]

[[ Paragraph 2 - the rule already said "public view". The point is to
remove all the qualifications along the lines of "If there exists an
object known as the Clock...", and to put the Clock and the Watch
together in one rule. ]]

I change paragraph 4 to read:

following paragraph:

When proposing multiple rules, it is only necessary that the rules be
clearly delimited. The Standard Delimiters may serve this purpose.

2. Modify rule 214/1 to read:

4. Remove the two last paragraphs of rule 216/0. Then append the
following paragraph:

5. In Rule 260/1, change the text
