Create a new rule entitled __The AAAHHH! Gremlin__ with the following

There exists a Gremlin known as the AAAHHH! Gremlin.  If, at any point, 
there are no Gremlins in Hiding, the AAAHHH! Gremlin makes a Primal Scream.  
If the AAAHHH! Gremlin makes a Primal Scream, a random number of random 
Gremlins go into Hiding.  If more than half of the number of Gremlins are 
active, the AAAHHH! Gremlin becomes Active.  If not, the AAAHHH! Gremlin 
goes into Hiding.

If anyone has a suggestion about getting a random number of Gremlins from 
the Gremlin number, it would be appreciated. (Yet another thing I really 
didn't understand.)
