spoon-business: PROPOSAL self-repealers

{{
_Self-Repealing Rules_

Create a new rule, entitled _Self-Repealing Rules_, with the following
-0- delimited text:

-0-
A rule is considered to be "self-repealing" if the proposal which created it has its text delimited by the delimiter 'X-X-X' (without the single quotes). A self-repealing rule automatically repeals itself once certain conditions are met. The conditions must be outlined in the text of the rule, and should be delimited using the delimiter '*-*-*' (without the single quotes). Conditions may not consist, in any part, of a player giving eir permission, or otherwise controlling when the rule repeals itself. [[Basically says that it has to be something like, "one nweek from it's passing," or "a player has over 200 points," or other things which place it out of a player's direct control.]] Conditions may not be changed once a self-repealing rule is enacted. [[No defusing these bombs.]] No player may be awarded a win as the result of a self-repealing rule except through gaining the points associated with its passing.

}}

This allows for temporary changes to the rules to allow us to do things we might have not been able to do before. If you try to abuse this, people won't vote for your SRP (self-repealing proposal). This also allows for easy addition of keywords without clogging up the ruleset with proposals like "rule such-and-such gains the keyword so-and-so". If anyone has any suggestions on the end part (trying to close up potential loopholes), send them out and I'd be glad to consider them.
