spoon-business: CFJ: One second before the votes are REALLY counted


Statement:  The Proposal Eating Gremlin did not eat Proposal 270.  It ate Proposal 283 instead.

Analysis:  The Gremlin number changes "At the beginning of each nweek", i.e. at 00:00:00 UTC.  The Proposal Eating Gremlin, however, does its eating NOT 1 second before the end of the nweek, but 1 second before the votes are counted.  Unless the votes are counted within the first second of the new nweek, the Proposal Eating Gremlin must eat according to the new nweek's Gremlin number.  Per the Administrator's Daily Recognizer message at 11:13pm Central time Wednesday (5h13m after the new nweek began), e had not yet counted votes (cf. "On to vote counting!").  Therefore, the votes were not immediately counted within the first second of the nweek, and the Proposal Eating Gremlin eats according to the new Gremlin number 97.  97/(120/27) = 21.825, which rounds to 22.  The unnecessary-anyway proposal 283, 22nd on the ballot, is eaten.
