Mr. Administrator, there appears to be a typo in proposal 276.  The following three actions occur, in sequence:

Revise rule 128 with text
Revise rule 127 with text
Revise rule 128 with text

Since proposal 276 is meant to be an antithesis to proposal 275, which modifies 126, 127 and 128 in sequence, I assume the first 128 in p276 should be 126 instead.
