spoon-business: De facto bandwidth limit math fix

I revise proposal 232 to have the title "Titles, and a de facto
bandwidth limit", and by replacing:

 with a probability of (n-3)/10 (where n is the number of proposals
 submitted by the player for that nweek's ballot, or three, whichever
 is greater).

with:

 with a probability of (n-3)/10 (where n is the number of proposals
 submitted by the player for that nweek's ballot), or a probability of
 zero if (n-3)/10 is smaller than zero, or a probability of one if it
 is greater than one.
