Remove the phrase "Score is a Dimension." from rule 21

change rule 154's title to "Dimensions"

amend rule 154 to read in full:
"Score is a Dimension

Players have an attribute named Charm. Charm is a Dimension. 

A player's Charm is the number of proposals submitted by them which have
been accepted, minus the number of proposals submitted by them which have
been rejected. 

Players have an attribute named Activity. Activity is a Dimension. 

A player's Activty is the number of Ballots in which that player casted at
least one vote minus the number of Ballots in which that player did not
cast any vote."
