spoon-business: P363, P375 revisions

I am revising P363 to the following, making it active, and giving it the 
title "Cleanup":

1. Strike the paragraph in R237/2 beginning with "Upon". 

2. Strike the comment text in R304/0.

Just to remind everyone what this does, 1 removes the requirement for the 
Admin to pay Judges (the Banker should do that), and 2 removes a comment 
from R304 that refers to a Rule that doesn't exist anymore.

Replace the final paragraph of P375 with the following:

4. 500 Points shall be created in the possession of the Bank, so as to 
provide sufficient reserves for operation.
