spoon-business: quorum proposal

Here's a proposal to fix the quorum problem, entitled "Quorum Fix". Note 
that assigning the right to call Quorum Votes to the Officer who maintains 
the Roster is done with an eye toward that being a position separate from 
that of Admin. Here goes:

1. Amend the first sentence of R227/0 to read:

"Quorum is the number of eligible Agents needed to participate in voting in 
order for the results of the voting to take effect."

2. Create a new rule entitled "Establishing Quorum":

"The Officer charged with maintaining the Roster may, at any time prior the 
start of a nweek's voting, declare that nweek's voting to be a Quorum Vote. 
No other Agent may declare Quorum Votes, nor may a Quorum Vote be called 
during a voting period.

If a Quorum Vote is declared for a voting period, quorum is then set at the 
number of Agents voting in that period. Establishing quorum precedes the 
determination of the passage or failure of any Ballot Items. Quorum may be 
changed only through the results of a Quorum Vote."
