[hosers-announce] mh forwarding script

If it annoys you that mh's forw doesn't preserve the message Subject, now
you can use forws instead. forws operates on single messages only, as it's
nonobvious what the Subject should be when multiple messages are forwarded
as one. As always, if forws does not behave as expected, please let me know.
