[hosers-announce] new version of qinc

There is now a newer version of qinc on charybdis. All switches accepted
by inc that that make sense for use with Maildirs are now supported.
Please report any problems you encounter when using qinc.

Thanks to Jeff Schroeder for pointing out that qinc was ignoring
-notruncate.
