Re: [eia] Rules question... regarding Illyria...


Rule 11.2.4 doesn't specifically supercede the other rules since it states
"if ceded, either voluntarily or as a peace condition, they are ceded as
seperate minor countries or a province".  Illyria CAN be ceded due to a
peace condition or if another MP (other than Austria) formed KoI from a
ceded Illyria.

11.2.4 doesn't state that a Austrian-controlled KoI can voluntarily cede
Illyria or counter rule 11.2.1 which does specifically state that Illyria is
not considered ceded from Austria. 11.2.4 just states that "IF" if can be
ceded (within the stated restrictions) then the KoI is not ceded as a whole
but as seperate parts.
