I show that France started December in the highest "8" box.  -1 PP for the
Battle of Paris, -1 PP for the Battle of Bologna, -1 PP for the conquest of
mainland Naples.  So France ended up in the highest "7" box at the end of
the Land phase, for 7 VPs.

French Economic Manipulation was set to zero.  -3 PPs for occupation of
Paris and -3 PPs for bankruptcy brings France to the "5" box at the bottom
of the Neutral Zone.  Finally, the PSA of +1 brings France to the bottom "6"
box.

I think this is correct, unless I missed something in the land phase.
