I would argue that in the heat and smoke of the battle such "technical  
neutrality" would be unlikely to be observed and so you would find yourselves as  
combatants. So in other words as long as the reinforcing nation is at war with  
the original opponents as per 7.5.2.11.1.3 that would satisfy.
 
Then again perhaps myself and Turkey should come to some honourable  
arrangement over a declaration of war to avoid this potential situation  <g>
