I was about to say that Prussia didn't go into the Instability zone because of their PSD drift, but then I remembered that Austria and Prussia were allied, so an additional -2 PP were lost for breaking the alliance.

What happens to the Prussian garrison at Erfurt ?  Do the limited access rules apply when a minor goes neutral ?
