Interesting question about the retreat, I certainly don't know the answer. How about this, the mountain hex north of Mantua (and sw of Salzburg), also is 1 hex away from a depot, retreat the army there, and the issue of unused movement doesn't occur. The forces now at Venice used movement as part of forage.
