Generally, per 4.8, when a conquered minor country is declared a free state
its fleet, if any, is set up at its current strength.

However, the Kingdom of Italy must exist in order for the Venetian fleet to
be available.  The rules for forming the KoI are found in 11.2 and 11.2.2.2
deals specfically with the Venetian fleet.
