No, I don't remember this ever coming up. Frankly, the fleets should have
gone to Ireland, where you couldn't have followed, or back to Russia, where
you didn't have corps. Any where else in Britain would lead to this same
problem, why borrow the chance of such troubles...

If we have to vote, let's get on with it...

You said that you were involved with the EiA tournament at AvalonCon?
Did this issue ever come up there?

I don't know what higher authority we could consult on this, AH being
dead, EiH having the rule in dispute verbatim, there being no official
erratum covering it, and seeing it mentioned as a point of conflict in
some unofficial errata. I think we should take a vote.
