What I meant was that, in the games I've played, our assumption was that the fleet trying to break out had to defeat the blockading fleets or be driven back into port. The rules are very clear that most of the time, blockade runners are _not_ the attackers, but must be intercepted by the blockaders, who are thus the attackers.
