RE: [eia] time to reference EIH ?


For what its worth we always played that the fleet coming out was the
attacking fleet; we ruled that the blockaded fleet had to initiate an
attack just as if they were trying to leave during their naval movement
phase and that in order to get out of the box they had win the combat.
