I'm not entirely convinced either way. If this situation is supposed to be a unique exception to the "principles of naval combat", as Bill puts it, rule 6.2.6.1 does a poor job of making it explicit. Perhaps this is a gray area that has already been cleared up in errata or in the Empires in Harm rules ?
