As Joel said, a corps that lands inside a besieged city instantly becomes part of the city garrison (assuming that the corps is a nationality that is at war with the besiegers). So that corps may do anything that a garrison may do, including joining a limited field combat. However, in order to initiate a limited field battle, some other enemy corps would have to enter the land space surrounding the besieged city (the space that contains the besiegers). If there is no corps entering the land space around the besieged city, then all that the corps inside the city may do is initiate a Garrison Attack Combat. But, assuming that there is another corps that will be entering the space around the city (and not the city itself) during the same turn, then a limited field combat would be initiated and the corps that was dropped off within the city would have the option of joining the combat as per the limited field combat rules. If this is indeed the case, then I do not see why the rules for crossing a river into combat should apply (unless the corps attacking the land space around the besieged city is *also* disembarking from a fleet). If the corps that arrives outside the city walls did not cross a river or use a crossing arrow, then I don't see why the crossing-a-river combat tables would apply. (While it is true that a corps disembarked into the city, they did not disembark directly into combat.
