This isn't entirely true.  Garrisons can also contain militia factors, so
they could be exchanged as well.  In desperation, cavalry and guard factors
can be converted into much less valuable infantry factors, for the purpose
of putting those factors into garrison.  But that stinks because you can
never change them back into cavalry/guard factors again.
