    Well, for instance, Turkey controls Morocco (which Spain is attacking),
and Spain controls Tunisia (which Turkey is attacking).  Without an escrow,
each of us could (and, strategically speaking, probably should) wait to see
what the other side does before making their own decision.  So, in this
particular case, the *lack* of an escrow might actually slow down the game
(rather than vice versa).
