[eia] even more repatriation


    I forgot about the cossacks.  As far as I can tell, the 3 new cossacks
at Odessa would have to repatriate either NE or NW of Ekaterinoslav.  I
think the one at Silistra would have to repatriate to the southern-most 4
space in Polesia.  And the one SW of Angora would go to the space SE of
Alexandretta/NW of Tripoli.
