I don't agree.  I think this rules set applies whenever a field battle is
fought against forces laying siege to a city.  The line, "or such relieving
forces attack without assistance from any part of the besieged force, a
'limited' field combat instead of a defender attack combat is fought."
implies to me that these rules are intended to kick in whenever the
defending force is besieging a city.
