Hold on. I misunderstood the rules. I thought that this was going to result
in the two British fleets continuing on into Liverpool, or a battle with
just those two fleets---so that either I'd fight only those fleets, and no
others this month, or I wouldn't fight those two fleets at all.

I do want to intercept those two incoming fleets.
