[eia] British naval phase, 12/06 (part II) 

The British I & II fleets, w/ Nelson, end their movement in the Liverpool blockade box, declaring an attack.

Portugal:  English Channel ---> Liverpool blockade box    

This gives the Russian II fleet another chance to intercept and fight all the British-controlled forces in the blockade box.  Do you want to do this, Joel ?
