All supply is resolved prior to land combat; the decision on whether to
do an assualt happens duing the land combat portion of the turn. So JJ
should be able to see the result of foraging prior to deciding whether to
commit to an attack with the garrison.

Most of the time the forage result won't affect the decision, so usual
practice has been to declare prior to foraging beccause it's faster that
way. But in cases where the moving player does care, the rules permit the
moving player to wait for the forage result.
