Dammit, I'm wrong again.  Austria should gain +3 PPs, for having Hesse,
Flanders, and Baden transferred to her.  There is an Austrian corps in
besieging Kassel, which causes it to go to Austria.  So the besieged French
garrison there is now on enemy territory, and so stays put and besieged.
