Bad luck on that roll.  Sorry.

By the "treaty obligations" that keep you from domestic trade with Great
Britain, I guess you mean informal agreements with another player.  I don't
know of any formal peace conditions levelled against Spain in this game
except by GB.

Since those obligations are informal, you could choose to ignore them and
trade anyway.  I mean, given the situation, how mad could they be at you ?
