I believe the more relevant rule is 5.1.2 ( placement of ships). It sounds to me as if there needs to be a fleet _in the port_ to place the ships into. These reinforcements can be delayed until a fleet is present, but I think it clearly stipulates that ships are placed in the _reinforcement phase_into a fleet present. ( The fact that I'm at war with Prussia has no bearing on my interpretation, I personally think the rule is rather clear). ----- Original Message ----- From: "J.J.
