[eia] Prussian Naval Phase

As I can see nothing left in the reinforcements or the earlier naval powers 
that could even begin to alter my naval orders, I'll send mine out now.

The Denmark fleet departs scenic Ireland and returns to Copenhagen to pick 
up the waiting ship and then departs again for the sea space outside of 
Copenhagen.

New Fleet strength is 18 ships
